Q1a: The wheel could turn a series of gears to magnify the power. This is connected to a snail cam which pushes the body up off from the centre so it oscillates to one side. When the snail cam goes down, the the body will oscillate to the other side with the aid of a spring which is stretched during the first oscillation. Thus, the body oscillates as long as the wheels are moved.
